Why cooling is different here
India should be evaluated city by city and utility by utility. The country spans hot-dry, hot-humid, monsoon, and milder highland conditions. Those differences change dry-cooler capacity, evaporative benefit, corrosion exposure, and annual water use.
A supplier result from one region cannot be copied to another without hourly weather and water analysis. High-density computing strengthens the case for direct-to-chip or immersion capture because liquid moves processor heat with less fan power. It does not remove the facility plant.
The project still needs heat rejection that can carry the hottest hours, monsoon humidity where relevant, one-unit failure, and the residual air load. Water should be stated as annual consumption, peak demand, source, treatment, and discharge. A zero-water claim should include the extra fan or compressor energy needed to achieve it.
Power is the other gating item. India's resource-adequacy framework places planning responsibility across national and state institutions, so a campus needs a documented connection, supply plan, backup strategy, and commissioning schedule. Broad digital demand or renewable targets do not prove power at a parcel.
Procurement also depends on local capability. Imported equipment can face longer lead times and spare risk, while local assembly only creates value if certification, pressure testing, controls integration, and trained service follow. Schneider Electric and Vertiv have broad infrastructure reach, and Submer has announced state-level cooperation, but the linked evidence does not establish a national operating base for advanced liquid cooling.
The only tracked program is the Madhya Pradesh memorandum for up to one gigawatt. It has no named site or build phase and should not be counted as committed capacity. For market entry, compare local grid milestones, design-day climate, water rules, logistics, approved server platforms, fire treatment of fluids, service response, and measured references.
India offers strong need for efficient cooling. The decision value lies in proving a local system, not repeating national growth claims.
Manufacturing plans and state-level agreements have to become named, permitted, operating projects before any capacity claim is worth counting.
