Madhya Pradesh is an early-stage market signal, not yet a demonstrated data center cooling cluster. The state and Submer signed a memorandum of understanding covering up to one gigawatt of possible artificial-intelligence-ready capacity, design standards, local suppliers, and workforce development. That document does not identify a parcel, utility, investor, tenant, construction phase, or completion date.
The one-gigawatt figure should be treated as a program ceiling until named projects emerge. Climate makes the missing site detail important. The India Meteorological Department issues heat-wave warnings for parts of Madhya Pradesh, so a plant must be tested against severe dry-bulb conditions and warm nights.
Dry cooling avoids water but loses capacity as ambient temperature rises. Evaporative or adiabatic assistance may protect the hottest hours but adds water demand and treatment. A claimed zero-water design needs published supply temperatures, dry-cooler sizing, compressor backup, fan energy, and full-load performance during the design heat event.
Grid evidence is just as important. Large projects need state resource planning, transmission and distribution studies, power procurement, and a commissioning sequence that does not destabilize local supply. A policy agreement is not a connection agreement.
