Why cooling is different here
Ashburn is primarily a retrofit and colocation decision, not a blank-sheet market. The cluster's value comes from dense connectivity, established campuses, and access to operators and suppliers. Those advantages also create constraints.
Many halls were built around air-cooled racks, fixed floor plans, and mechanical plants that were never expected to send clean water to a 100-kilowatt rack. A buyer should begin with the building survey: electrical headroom at the rack, available water temperature and pressure, pipe and riser routes, floor space for coolant distribution, and spare air-handling capacity. The least disruptive option may be liquid-to-air equipment or a rear-door heat exchanger, but both leave much or all of the heat in the room air path.
Direct-to-chip cooling scales further and can use warmer water, yet it requires approved servers, manifolds, filtration, leak response, and work inside the rack. Whichever path is chosen, the hall remains hybrid. The residual heat from memory, networking, storage, and power conversion has to be carried by air, often beside tenants whose loads do not change.
Utility and transmission capacity are separate from cooling. Northern Virginia approvals show that new data center loads can require dedicated transmission work, so a claimed delivery date should be checked against the utility schedule. The tracked local evidence is the NeuCool IR80 at Equinix's co-innovation facility in DC15.
It gives customers a place to inspect two-phase direct-to-chip equipment and operating procedures. It does not establish production adoption by Equinix or by Ashburn generally. For procurement, the useful local questions are whether the landlord permits water at the row, who owns the loop, what happens on loss of flow, how technicians isolate one tenant, and whether parts and trained staff are nearby.
Ashburn rewards systems that fit into live, shared infrastructure more than systems that only win on peak thermal capacity.
